I have had bad experiences with Kool Kingdom in the past - quite often they don't have the stock they have listed, and are awful with giving timely refunds, to the extent that once I was forced to spend money with them because the PayPal window for a refund 60 days had expired, despite two sets of emails and phone calls from me.
I think you can ask PayPal directly if you want. PayPal is not exactly known for being pro-seller. Kool Kingdom just told me they don't have half of the cards I ordered and simply refunded them no problems with this at least - and the same cards are still offered on their website as if nothing happened.
If you are buying sealed product from overseas the seller is breaching their contract with Wizards, so that's not great. I use lots of place for singles; starcity, cardkingdom, scrolltrader, trollandtoad. You could also try magiccardmarket. Actually, I tend to buy most of my stuff on magiccardmarket.
